Although Namor stole the spotlight in Black Panther: Wakanda Forever, his existence within the MCU was mentioned in the first moments of Avengers: Endgame
Black Panther: Wakanda Forever became Namor’s great gateway to the Marvel Cinematic Universe, but Talokan’s ruler had already been around the MCU since the end of phase three, as his existence was revealed in Avengers: Endgame.

Historically, in the comics, it is known that Wakanda and Talokan (which in the cartoons is Atlantis) are two kingdoms that have maintained a series of differences since time immemorial, which have been close to being resolved through warfare.
In the Marvel Cinematic Universe we discovered in Black Panther: Wakanda Forever the kingdom of Talokan, but this civilization and its ruler Namor had already been mentioned in the story of Avengers: Endgame
In the first moments of the film, when Natasha Romanoff meets Carol Danvers, Nebula, Rocket, James Rhodes and Okoye from a distance, the leader of the Dora Milaje mentions to Black Widow that there was an earthquake at the bottom of the ocean.
Romanoff asks Okoye how the team would intervene in this phenomenon, when Okoye mentions that the phenomenon occurred at the bottom of the ocean and that it would be best not to handle it.
Okoye knew that this earthquake occurred in the kingdom of Talokan, and both she and the Dora Milaje and the people of Wakanda understand that an intervention in Talokan would be to declare war on Namor.
