After more than 10 years under the radar, the Leader will return to the scene as the villain of Captain America: New World Order, and Tim Blake Nelson returns to play him.
One of the villains who had been lost track of for more than a decade is Samuel Sterns, who is known as The Leader, who will return to the scene as the villain of Captain America: New World Order, the fourth film in the franchise and first with Anthony Mackie as Sam Wilson / Captain America.

At the presentation of Marvel Studios projects, the villain of Captain America: New World Order was revealed, who will be The Leader, one of the known nemesis of the Hulk mythology.
In the comics pages, the leader debuted in the pages of Tales to Astonish #66 (April 1965), and his powers are derived from a gamma radiation accident, much like Bruce Banner’s.
Let us remember that in the plot of The Incredible Hulk, from 2008, one of the important scenes of the film places us in the laboratories of the University of York, where Samuel Sterns (Tim Blake Nelson) enters the scene.
After Sterns tests his antidote on Banner, special forces capture the fugitive scientist and Emil Blonsky asks Sterns to inject him with the same solution as Banner, which turns him into Abomination.
Blonsky knocks out Sterns, who begins to receive drops of Banner’s blood, which transforms him into The Leader, an intelligent villain like the Hulk.
But Tim Blake Nelson isn’t the only actor joining this film, which will feature two returns from the Falcon and The Winter Soldier series.
Not only does the leader return
Carl Lumbly returns as Isaiah Bradley Isaiah, a war veteran who was captured with Bucky’s division by Hydra, also experimenting on him with a super-soldier-like serum.
Also Danny Ramirez reprises his role as Joaquin Torres who will assume the role of Falcon, the second man to adopt this alias, after Sam Wilson.
Matt Spellman, the writer of the first season of The Falcon and the Winter Soldier, will write Captain America: New World Order. So the return of much of the cast of this Marvel Studios series is expected.
This will be the first feature film of Captain America that will not star Chris Evans, although it is not known if the actor who played Steve Rogers between 2011 and 2019 will return for a special participation.
