The Congress of the Union in Mexico received a third proposal to eradicate, punish and deal with cases of attacks with acid or corrosive substances on women.
The proposal not only seeks to punish the aggressors, it also calls for compensation for damages for the victims and the joint work of medical units, which are the first point of contact in the event of an aggression of this nature.
On July 27, 17 federal deputies from all parties presented to the Congress of the Union an initiative that criminalizes and punishes with five to 16 years in prison whoever, directly or through a third person, attacks with acids or corrosive substances to the women.
The initiative to reform the Federal Penal Code was published in the Parliamentary Gazette and consists of adding five paragraphs to article 294.
1) Five to eight years in prison will be imposed on anyone who by himself or through an intermediary causes injury to any person leaving physical, motor, psychological or economic damage, using acids or corrosive, caustic, irritant, toxic or flammable substances. or any other substance that by itself or mixed with other agents, generates internal or external injuries or both.
2) In cases where the damage is to the face, neck, arm, hand or affects the functionality of the sexual organs, one third of the initial penalty provided for in the same article will be aggravated.
3) When this injury is committed against a woman, the penalty will be doubled (16 years) due to the initial penalty provided for in this article.
4) Health personnel must notify the Public Ministry of cases of injuries caused by chemical agents that they receive for medical attention.
5) The Ministry will recognize the quality of victims in accordance with the General Law of Victims, so that the procedures for the integral reparation of the damage can be processed.
It is expected that the proposal will be accepted by the corresponding authorities in the coming days and, if so, it will not be long in coming into force, since, unfortunately, attacks of this type are on the rise.
